Meeting Information
Due to the current federal and state emergency declarations and guidance about limiting person-to-person contact as a result of the COVID-19 pandemic, the ISD 197 School Board will be conducted all future meetings in accordance with Minnesota Statutes 13D.021 (meetings by telephone or other electronic means)
until further notice.

The school board has determined that it is not feasible for board members to be physically present at the regular meeting location. It is also not feasible for the public to attend at the regular meeting location due to the health pandemic.  Though the schedule of meetings will continue as planned, the following modifications will be made. 

Board members and administration will be attending meetings electronically. Persons may view the recorded meetings from a remote location by clicking on the link to the right labeled "board meeting videos".  The first meeting of the month will also be broadcast live via local cable broadcasting. The schedule for the live broadcast and replays are described below by clicking on "2019-20 School Board Meeting Schedule".

The board will continue to receive public comments as it has in the past during the second meeting of the month.  In order to make a public comment, please call 651-403-7002 and leave a voicemail by 4:30 p.m. on the date of the meeting OR you may email the information to . You must include your name, address, general topic and a phone number at which you can be reached during the board meeting.  The board will call those wishing to make public comment starting at 5:00 p.m. on the board meeting date.  The specific time you are called will depend on the number of comment requests received.

Below, you will find normal operating procedures.  We will return to these procedures when we are able.
The School Board of District 197 meets two times per month, generally on the first and third Mondays. All meetings are open to the public unless otherwise noted. Agendas are generally posted online three days prior to the meeting date. Meeting materials and minutes are also posted online.


  • Business Meeting — For the Board to hear reports, discuss options and take formal actions
    • When: First Monday of the month (unless otherwise noted)
    • Time: 6:00 p.m.
    • Location: City of Mendota Heights Council Chambers (1101 Victoria Curve, Mendota Heights)
  • Work Session — For the Board to have more in-depth discussions on a particular topic; no formal actions taken
    • When: Third Monday of the month (unless otherwise noted)
    • Time: 5:00 p.m.
    • Location: Henry Sibley High School, Room A-241 (1897 Delaware Ave, Mendota Heights)
  • Listening Session — An informal opportunity for parents, students and community members to talk with school board representatives and administration about school issues, thoughts and concerns. The board hopes this less formal setting will encourage more dialog with community members from the school district.
    • When: Prior to the start of the Business Meeting (unless otherwise noted)
    • Time: 5:00-5:45 p.m.
    • Location: City of Mendota Heights Conference Room (1101 Victoria Curve, Mendota Heights)
  • Public Comment Period — An opportunity for members of the public to address the full board, open for 30 minutes, three minutes per speaker, 10 minutes per topic, and as a general rule, no more than three speakers per topic. Those who wish to address the board should sign in with the Clerk prior to the start of the meeting or submit a written or verbal request ahead of time by calling the Administrative Assistant to the Superintendent at 651-403-7002.
    • When: At the start of the Work Session (third Monday of the month unless otherwise noted)
    • Time: 5:00 p.m. (30 minutes, if needed)


Regular business meetings of the School Board are video recorded for playback on local cable and online streaming.

  • Local Cable Broadcasting — recordings of business meetings (not work sessions) are played back on local cable channels as follows. Note that most business meetings are also viewable live on both Townsquare TV and E-TV.

    • Town Square Television, Channel 20: Serves residents of Inver Grove Heights, Lilydale, Mendota, Mendota Heights, South St. Paul, Sunfish Lake and West St. Paul.
    • E-TV, Channel 15: Serves residents of Eagan.
